Billy “Bil” Carter - President
Billy “Bil” Carter is a passionate community leader and the current President of Four Rivers Community Radio. With more than three decades of service to the Ontario, Oregon community, Bil brings a deep commitment to grassroots, engagement, youth empowerment, and civic involvement. Bil Carter’s leadership at Four Rivers Community Radio reflects his unwavering belief in the power of community, voice, and the potential of youth. He continues to inspire through his dedication to service, collaboration, and positive change.
Jon Dennis - Vice President
Jon is a lawyer, outdoor enthusiast, community organizer, and aspiring gardener who has lived in Ontario since 2016. He is a founding board member and Vice President of Four Rivers Community Radio, where he contributes to strategic planning, community outreach, fundraising, and coordination of the station’s technical and legal teams. Jon’s work at the station is grounded in the belief that accessible, community-driven programming can have a positive impact on people’s lives by helping them stay connected, engaged, informed, and inspired. A former student of fingerstyle guitarist Andy McKee, Jon is excited to help create a platform for local musicians, storytellers, and creatives to share their craft with listeners across the Western Treasure Valley.
Andi Walsh - Secretary
Andi Walsh serves as Secretary of the Board of Directors for Four Rivers Community Radio, bringing over a decade of experience as both a lawyer and social worker. Her work has focused on legal aid, advocacy, and organizational development, with a special emphasis on child and family mental health. Rooted in a belief in the power of community and lived experience, Andi is guided by the idea that relationships, service, and purpose are essential to wellbeing—a philosophy echoed by former U.S. Surgeon General Dr. Vivek Murthy. After relocating to Ontario in August 2023, Andi sought ways to contribute to her new community, leading her to join the station’s board. She views community radio as a vital platform for storytelling through music, spoken word, culture, history, and news that helps build a shared identity in the Four Rivers region. Andi is passionate about using her skills to support the station’s mission and is committed to helping ensure that local voices and stories remain at the heart of its future.
Norma Ramirez-Gonzalez - Treasurer
Norma Ramirez-Gonzalez is a Latina residing in Ontario, OR, balancing her roles as a mother to a 2-year-old son and a newly engaged woman with a profound dedication to her community. When she's not enjoying the outdoors with her family, you might find her indulging in her favorite Spanish soap operas. A proud Vale High School Viking (Class of '14!), Norma is deeply rooted in her community and actively works with a local nonprofit to support her community. Her involvement with the radio stems from a strong belief in ensuring accessible information for everyone, particularly the local Spanish-speaking communities. Currently, she serves as the Treasurer for Four Rivers Community Radio, and she is excited about the launch of the community radio project, which aims to amplify voices, empower students and artists, and invigorate the local economy during a time when local media is diminishing. For Norma, giving underserved communities a voice at the table is more than just a passion—it's her mission.
Diana Raquel Ramírez - Member at Large
Diana Raquel Ramírez is originally from Phoenix, Arizona and was raised in Ontario, Oregon, where she is deeply connected to the community. Diana serves as Member at Large for Four Rivers Community Radio. Previously serving as Board Secretary for three years. Her passion for amplifying local voices and building bridges among the region’s diverse communities led her to community radio. Through her work in both mental health and community radio, Diana remains committed to creating spaces where youth and families are seen, supported, and given the tools to thrive.
